How should Quedgeley Parish Council communicate with residents?

One of the biggest complaints I see about Quedgeley Parish council is that few people knows what it does, both in mandate or on a daily basis.

This was again highlighted on Quedgeley People  in a discussion about the reduction in Council Tax.

There are many ways that the Council communicates with residents, through the Quedgeley News, the Parish Council News Letter and the website.  People can turn up to meetings and listen live as well.

My issue is, none of it is very up to date.  Newsletters are quite short, given the breadth of work we do, and the website is not updated very frequently, apart from big events and meeting minutes.  I saw that North Nibley Parish Council have got themselves on Twitter and in theory that will provide up to date comment, though how successful this will be waits to be seen.  The big advantage is that it is comment and it connects with people in a really timely way.  I have signed up to the Gloucester City Council Twitter as it gives me some pointers, IE reminders to meetings and events and I think its useful.  So why not the Parish?

The problem will be who does it?  Do we load it onto the parish staff?  Is that fair on them?  Do we need to produce guidelines for what to publish?  Or does a councillor do it?  If so, can they speak for the entire council etc.  Will the rest of the council see it as a waste of time.  The same goes for a Facebook page, which has the advantage of adding pictures/longer comment and knowing who you are talking to.
